Trust me, millions won't be rolling in for this weird lava lamp plan. The electric guzzler won't work. Won't bring in revenue. Won't bring in people. Will be lucky to pay it's own way and the revenue coming into the city coffers is unlikly to change. The Lava's PUD bill will be enormous.
