I will try to help...yes, your symptoms are probably withdrawals causing the flare up. Lenght of time for the withdrawals to dissipate vary depending on how long you took the meds and dosage. Based on what you wrote, it could take 3 weeks or more for the symptoms to ease up. You may want to talk to you doctor about alternatives to steroids for UC...some people have found relief with other types of immunosuppressants. Of course, I do not know your case, nor am I a doctor, but I have been on steroid for years and have GI problems along with asthma/inflammatory disease issues. I am on prednisone and 6-mp (steroid-sparing drug) that help keep the flare-ups at bay. A drug like 6-mp or Imuran have been shown to reduce the flare-ups for diseases like UC/Crohns/colitis. Please do your research and talk to your docs about what is best for you!

Drink lots of fluids to keep from dehydrating!! That is probably the biggest problem with weaning down. Also, weaning down can reduce your calcium/magnesium/potassium, and so can "D", so if you are feeling too run down and can't keep any liquids in, you may want to think about a trip to the ER for fluids/blood work.
