PHP is a GREAT way to and will make it easy for you to allow privliges. I recommed a "private" forum for JUST moderators, that way if a post is questionable is can be moved to a forum that only the moderators can see and be evaluted by yourself. So if a post is bs, it's caught FAST and if not it can be transfered back to it's original location with no harm done. PHPbb is an exceltent from experiance I can say it's one of the best forum software packages availible and it's open source too yet!!!
