Don't get me wrong, I pay for my internet and the HOA needs to stay out of the internet business, if for no other reason the common area would be covered up with people who dont live here with their laptops surfing the web, but what does that have to do with the city going out and buying laptops for the city commissioners with money they don't have? That was stupid too. Surely they all have computers at home, right? if it was to be able to bring the computer to the meeting to set it up in front of them and read the agenda and such, then a couple of them will be lost tryign to keep up.
