It takes no time until you have broken down cars under tarps and the like...and those are the folks (tarp-car owners) that complain about "selective enforcement." Like you, part of why we chose Willoughby was (what appeared anyway) fairly strict enforcement of the restrictions. As our neighborhood ages, this will become more of an issue and easing up on the rules, whether enforced or not, is the wrong strategy. We're already noticing the community slipping.
