There seems to be multiple problems going on here.

1) Nobody wants to be responsible for pressing charges against someone for violating the property rights of the association. I believe that this responsibility should fall to the board members of the association.

2) There seems to be a requirement for a certain amount of signage before charges could be presented. Again, the board should be responsible for ensuring that enough signage is placed to enable the association to press charges.

3) There seems to be teenagers who are visiting the common area with children who actually live here. I don't see a thing wrong with that unless those children are doing something wrong, in which case they should also be banned from entering upon the common area property, and if they do enter upon the common area property they should be then be charged.

4) If the members of the board are not willing to file charges when appropriate the association should enlist the services of an attorney who will file charges on behalf of the association.

a little bit of enforcement will go a long way in resolving this issue. When the children of a few homeowners find themselves banned from using the pool, basketball court, tennis courts, or even the parking lot news will travel and the problem will right itself.

While all of this is going on there needs to be temperance in how we go about it as a community, we don't want to appear nazi-like.
