Now Margo, don't forget that automatic delegates include far more than just Riding Presidents who had to undergo an election to get their post. In fact, almost every Automatic Delegate suffered through some sort of democrative electoral process -- elected to their post within the party; or to provincial or federal parliaments; or won a nomination as a candidate. A very few appointed and even among these we include Senators.
I for one do not find this undemocratic in the least. The Party - like any organization - is more than just its membership (or staff if we compare this to a business) -- the party is an entity itself, with history and a legacy. With a corporate memory.
The people who were active in building the party, and keeping it alive, have as much right - and emtionally more I say - than some warm body a campaign team finds to vote for delegates.
You seem to equate democracy with mere numbers of people. Democracy is hard work, requiring leadership. Requiring hard work. Through the wholesale denigration of so many people who have given their contributions to the party, to the country - now or in the past - you show your true colours.

4.3.2 members of Management Committee;
4.3.3 members of the National Council;
4.3.4 elected Members of the House of Commons representing the Party;
4.3.5 members of the Senate representing the Party;
4.3.6 Progressive Conservative Privy Councillors;
4.3.7 official candidates of the Party for each federal electoral district in the preceding federal election or the then current nominated Party candidate for each such electoral district;
4.3.8 past Progressive Conservative Members of the House of Commons and Senate;
4.3.9 elected Progressive Conservative Members of a Provincial or Territorial Legislature;
4.3.10 past leaders of the Party and leaders and past leaders of recognized provincial and territorial Progressive Conservative Parties;
4.3.11 past Presidents of the Party;
4.3.12 members of the Board of Directors of the PC Canada Fund as appointed by the Chair of the PC Canada Fund, to a maximum of 28; and
4.3.13 members of the Leadership Selection Committee except for the Chief Returning Officer.
