On the other hand, in this day and age, family situations can be complicated. Dual custody, grandparents stepping in as parents, etc. can all complicate the question, "Where does the child live?"

"Where does the child live should be the only question considered. Otherwise, it's like Bush's misguided illegal immigrant amnesty policy, in other words: WHY HAVE A POLICY THAT YOU DON"T FOLLOW? WHY NOT EDUCATE ANY CHILD, RESIDENT OR NOT?

Now the word will be out that Chelmsford is paying attention, so the school cheats will turn toward other districts. We wouldn't want Dracut to get a reputation for being "easy to enroll if you are not a resident". Sort of like establishing a special zone for "adult entertainment", before a "Matthew's"-like business comes to town.

Dr. Doulas may not have cared about this type of situation, but I'm certain that budget-minded Mrs. Espindle would! If she doesn't, I'd like to know why.
