I would assume (maybe I shouldn't) that the sewer department has tried several collection procedures before the names are placed in the paper. I don't have an issue for names to appear for those who choose to ignore those collection attempts. If people don't pay then the rest of us will have to pay more to cover the bad debts. If the sewer dept does not have a policy like the one above then I would have a problem with the names in the paper.
