I guess I have two related opinions:
First, I'm not sure if home schooled kids should participate in their local system's athletics or not. I understand Kelly's point that those who do not have children in the system still pay taxes. In fact, 80% of the households in Dracut do not have children in the Dracut system, but I'm not sure what rights that confers on them. If parents opt out and send their kid to say, St. Acme's, and St. Acme's does not have a hockey team, can that child still come back and play hockey for Dracut? I don't think so. Is home schooling different? I just don't know.
Also, Chapter 70 state aid, and the Net School Spending (NSS) requirement for education are enrollment driven. The higher the enrollment, the higher the aid and NSS requirement. By opting out, does a parent reduce our aid, etc.? Do the Dracut schools have any control over the home-schooled kids in its jurisdiction? To the extent that the local school system does not get credit for the home schooled kids and does not have control over them, that to me argues for less participation rights. To the extent that the system does get credit for these kids and does have some control over them, that argues for more participation rights.
Secondly, and here is where I'm pretty sure about my opinion, once the system does allow home schooled kids to participate in competitive sports, who makes the team or not should have nothing to do with their status. Nothing could be more counterproductive to the values that sports are supposed to teach (team play, fairness, best person/team wins) than to rig the system against the home schooled.
Let them in or not, but once in, treat them equally with all other participants.
