Itchy and Scratchy ... Let me first state that the drastic reduction of the post Cold War DOD budget was a bi-partisan movement. This massive draw-back was begun during the the last year of the Reagan administration and continued into the Bush administration. Bush's DOD budget proposal during his last year in office was about 3 percent larger than Clinton's first DOD budget proposal.

During the Bush Administration, the DOD's bugdet was cut by almost 17% from 1989 to 1993. During the Clinton Administration the DOD budget continued to decline by a total of just over 13% over his entire two-term presidency.

Our "lack" of military preparedness cannot be attributed to either party, since both of them planned the same thing... in fact, the GOP only added 3 percent of the total DOD budget from 1995 to 2000 through congressional add-ons.

If Bush had been re-elected in 1992, his budget called for an additional decline in the DOD's budget of 19% between 1992 and 1997.. and then to stay flat there until 1999.

When you work out the numbers, Both the Democrats and the Republicans would have spent about the same amount. As it turns out, under Clinton, we spent about 4% more than the previous Republican president had intended.

Our military preparedness has very little to do with how much we spend. It has far more to do with how we spend it. The decline in flight readiness that took place in the Air Force over the 90's would have occured regardless of which president was in office.. and it is not an indication of misdeeds committed by Clinton, rather it is a clear indication that the bloated post Cold War DOD proved to be too lazy to rise to the occasion.

As far as your proported in-action of Clinton in the arena of foreign affairs... nothing could be further from reality. Clinton's foreign policy approach was using free trade to improve relations with foreign countries.. not bombing the hell out of them or running into an arms race. Clinton was key in getting China into the WTO... he made a breakthrough with China, proving his ideas could work, and now we have far better relations with them.

Clinton never flew foreign policy colors.. he flashed economic colors and lived up to his promises. I seriously doubt that another president would have faired much better in the area of foreign policy considering the circumstances. Over all, he did well, despite the isolationist republican Congress he was forced to deal with, and for the first time, the lack of a rival substancial enough to pose any kind of threat to our national security.
