 As Charlie stated you have to at least fisish IOP and then you can be given a contract to work. I was given permission to work after I completed IOP. Did you ask if the reason was because your IOP was in 2006? That may be why they want it done again. It is not fair but with IPN it is not fair. Once you get approved to work your contract will specify your restrictions and you go from there.
