Dune 7 is NOT brians and kevins work. It is frank's... franks notes, plots, storylines etc...

also remember God emperor was all new characters except Leto and the Ghola Idaho.

Heretics was totally new characters as well.

It would not be out of line to think that Frank again time jumped ahead and was planning on all new charaters for the final showdown.
