As far as I remember, Paul was the KH. But he was something more too, i think he said that he was "the unexpected". I think that is because he was created a generation earlier than the BG thought. In Chapterhouse, they actually refrence Paul as the KH several times. As far as him "being in many places at once" you could look at it as prescience, but i would say that the phrase was spawned by some Missionary Protectiva and really is more a meaningless saying.

OR you could look at it this way (i just realized this). Paul wasn't the KH. Leto II was the KH because he is the one who was many places at once (pearls of existence in the worms!!). This means that Paul did have the chance to become the KH but didn't because he feared the Golden Path it would spawn. Its funny how every little phrase and detail can have such a profound effect later in the story, even though the time distance is thousands of years.
