I think that the benefits you name could add up to exciting television. However, I wonder if an American network would want to subscribe to a show that has a definite end...especially if it is a series of such shows in the same timeslot. I just don't see it in the immediate future for a few reasons.
First, miniseries have really fallen out of vogue in the U.S., and ratings for many of them have been relatively low over the past few years as compared to their heydey (e.g., SHOGUN, THE THORN BIRDS, WINDS OF WAR). As a result, fewer miniseries are made, and I don't know if there has been enough evidence of this trend changing that ABC would buy into a real telenovela format, which resembles miniseries more than anything else.
Also, there is the concern that ratings for different stories would fluctuate wildly if the topic of a certain story did or did not catch on with audiences...as well as worries about viewer loyalty. Will viewers stick around once the story that caught their attention ends...and how do you attract them back for future stories? I'm sure that this would be a huge point of contention for ABC in considering such an idea.
Additionally, having a different story every 13 weeks would probably mean at least new sets, costumes, props, etc. as well as extra staff overseeing all of the projects and keeping tabs on them. I don't know if ABC would prefer to spend that extra time and money when it could have one staff, group of sets, etc. for one show. American media is very concerned with the bottom dollar as well as ratings and art.
