 THe execs are out to make money, right? They are out to get that precious 18-34 demo.

Why not force affiliates to air a soap or two before the 6'O Clock News and World News Tonight? That is the time when MOST of those people in that age group(not to mention the 12-17 age group) is home.

They've done other dreastic things to their lineup and it looks like they are running out of ideas, this looks like a plausible idea to get ratings back up.
