If you look at some of the episodes where becoming human is showcased (Spike gets to be human in Angel's nightmare) there is a fairytale feel to it all. My opinion is Angel became more interested in the idea of a Shanshu because Spike was interested. You always want something when someone else places a value on it.

Then there is forgiving. When I was a kid I remember being told to accept an apology, and to get it over with I did...til about 15 minutes later (depending on who wronged me). Forgiving doesn't lessen the impact of what happened or make it go away. And like life, forgiving can be a thing where you forgive someone right up to the time they piss you off again. So, for Angel, he can't take away what he did, mainly as a vampire, but he can stop doing the worst and at least try to do no more harm.

Now to Angel's responsibility related to his war with the Black Thorn...I guess he is as responsible as anyone who gets into a war. There are good consequences and bad...one can only hope the good weighs more than the bad...;) Basically cause I've run out of stones (at least in this post) I won't judge Angel too harshly based upon his intent.
