There's a scene where Buffy is stopping a mugger or something and Spike flies in to help thinking she's fighting demons and gets migrained.

However, it seems pretty conclusively shown that the chip does not keep spike from thinking maliscious things or creating havoc as long as he is not the agent of violence. He feels no pain from the chip when informing Xander and Giles that he will send Faith looking for them. He has no problems whatever working with Adam, breaking up the scoobies, hoping to get them all killed, etc. His plan to go shoot Buffy with a shotgun causes him no pain.

Spike would not be able to send a fire ball at Buffy. That would set of his chip. But spike could wish that a fireball got sent at Buffy and if a vengeance demon granted it, that would cause spike no pain at all. Except the grief he would feel at losing Buffy.

The chip acts on Spike's Body only. It controls him through a physical repression that he internalizes into behavior and attitudes.

One could argue the exception is pointing a gun at someone, but perhaps that is an act of violence in itself.
