These are some good ideas. Another good idea (I think) would be to have a "wheel of fortune" at the scales for the top three. Whoever wins has to spin the wheel and whatever it lands on, that's whats checked on the top three. Examples..rearends, valve lash, carburetor, cam lift at valves, ignition, chassis, suspension and other inspections that wouldn't take long. Also, make it mandatory that after a person wins three races, the track tear that car down and fully inspect.
