A little info. on who to call and jurisdictional boudaries. Irwin is "patrolled" by ODNR, however there is one ranger and he is also responsible for Goll Woods. As you can imagine he isn't at Irwin very often. It seems to make sense that you would call ODNR with info. on suspicious activity, but this has been a problem at Irwin for a long time. These activities are why the restrooms at the parking lot were removed. You might get a better response from Sylvania Twp. police. If you have time to make a second call the Rangers at Secor would also appreciate the information. They really can't do any enforcement on the boardwalk because their jurisdiction ends at the center of Bancroft Rd., but they may be able to talk to the person, discourage the behavior, and find out if he/she is indeed dangerous. If you witness this behavior inside Secor Park, then definitely call the Rangers and the individuals will be dealt with.
