Sorry, I failed to answer an important question.

I would recommend that you would call the Sylvania township police, but also the metroparks. Secor metropark patrols Irwin road frequently, but I cannot say I have ever seen a ranger actually on the boardwalk.

Seems to me that a frequent (and unpredictable) presence of a ranger on that boardwalk would go a long way in encouraging the "strange men" to go elsewhere.
