Subject: Blue jay question

There was a very odd looking blue jay in the yard yesterday. The body was normal but the head looked like a vulture. I'm not sure if there really was bare skin on the face (it was a little difficult to see a lot of detail through all the rain) but the top of the head had only a few small tufts of down on it. Has anyone ever seen this before? A juvenile that just doesn't have it's head feathers yet? Whatever its problem, it was quite an ugly blue jay.
