Before GPS sailors used LORAN- long range aids to navigation. LORAN is a ground based radio transmitter network (actually many networks). Early in the 1980's NAV-STAR or SAT-NAV syatems (what became GPS) were more acurate than LORAN and US military vessells used the new systems.
One would think LORAN would have been ditched because of the new technology, but it was not. At that time, early satelite navigation was detectable and nuclear submarines could be tracted when they used the system, so they continued to use LORAN and the military (Coast Guard to be specific) maintained LORAN stations around the world.
The point of this long winded story is that it's not always clear that you can't be tracked by your receiver.
N.B. your cell phone can be tracked by the government (and anyone else with decent technology) The US passed a law prohibitting sale or activation of any cell phone without GPS locating technology. (corralary; Don't use your cell phone if you don't want to announce where you are.)
