It seems to me that Sovereignty is like secrets. It's individual or not at all. I find that personal freedom is inversely proportional to living the easy life. It is not easy to be your own 911, your own fire department, your own night watchman. it is however very satisfying - for the right sort.

It angers me when the local tax maggot tries to squeeze money from me for things like the government schools, or security lights in the 'disadvantaged' areas (weasel speak for criminals). I don't 'need' security lighting in such areas. A nice hot lunch in a burned-out building and Autloading Browning & night vision scope w/lighted reticle would take care of the problem - both directly and thorough the terror or rumors... (Moo-ha ha ha)

Back to sovereign governments - rare indeed. By the time that these altruists are finished, they have compulsory education for everyone as a basic right, with proceeds taken from all, including those who do not have children in school and those who homeschool. They have police, they have tax collectors..... after a while, why tolerate the RISK of a bobbing city at sea, when it's the same troubles and more?

I'm more into the guerrilla approach to freedom: low/no profile, low tech systems requiring my skills and readily available materials in most locations. I still work ashore and this takes care of my dental work (which I really do not want to do myself...) and a pretty enjoyable life. My small boat is paid for as is my old vehicle. I don't care about 'flash' though a man should have a certain panache.

In my opinion, the best tool to live as free as you can be: anonymity. Simplicity makes this much more available.
