I understand where you are coming form with lack of data, or data that is twisted. I'm still not sure where you got that only 2%-3% of hunter take more than 1 deer. According to the data that was presented in the deer options appapproximately 10% of deer hunters harvested more than two antlered deer. Following is a quote form the deer options:

"Options S2 and S3 include a statewide limit of two antlered deer per hunter. During the 2000-2001 hunting season approximately 10% of deer hunters harvested more than two antlered deer, constituting about 23% of the antlered deer harvest. If a bag limit of two antlered
deer had been in place that year approximately 17,000 fewer bucks would have been harvested, the majority of which would had been available the next year as older, larger antlered deer.
Option S3 includes an additional restriction in that one of the two antlered deer harvested would have to have three or more points on one antler. This would restrict harvest
and protect more bucks, although an estimate of the number cannot be calculated.
Options S4 and S5 include a statewide limit of three antlered deer per hunter. During the 2000-2001 hunting season approximately 4% of deer hunters harvested more than three antlered deer, constituting about 12% of the antlered deer harvest. If a bag limit of three antlered deer had been in place that year approximately 9,000 fewer bucks would have been harvested."

Also according to the following letter from the FWC Hunters were divided almost 50-50 on the Deer Management Proposals that where offered back in 2003. Following is the complete letter:

The Florida Fish and Wildlife Conservation Commission (FWC) Wednesday withdrew a proposal to change the way the agency manages Florida’s deer herds.
The proposal to manage deer to produce larger antlers and larger animals drew favorable reviews from half the state’s hunters. Half isn’t enough to constitute a clear mandate, however, so the FWC decided withdraw the statewide proposal.
FWC biologists say they could manage the state’s deer to produce higher-quality animals by reducing the daily bag limit from two to one deer per day and by establishing a three-point antler restriction for antlered deer.
The FWC conducted workshops and hunter surveys across the state to explain the proposal and seek public input. Hunters were divided almost 50-50 on the issue.
In the absence of a clear mandate from hunters to adopt or reject the new strategy statewide, Commissioners directed staff not to put the proposal into effect. However, they told the agency’s deer managers to consider trying out the management strategy on a few wildlife management areas where it might produce results that will add to their knowledge about how well the new approach will work in Florida.
Florida’s hunters harvest 120,000 to 140,000 deer in a typical year.
