We tried very hard with the >1000 signature petition and several press and radio items but we couldn't get the County Council to go back on their decision not to include Mountsorrel in the list of fully financed and LCC-run libraries. Last week we submitted a Registration of Interest to the LCC saying we are looking into funding the library ourselves. It is complex because the Library building doesn't belong to the LCC but is leased to them on a fully repairing lease with its first review 19 years from now and they are bound to pay for the upkeep. With charitable rate relief we save about £10k and with £15k from the PC, a charity such as the War Memorial Trust could run the library buying back the staff from the LCC. The PC legally can't run libraries itself so will have to grant money to the charity. We now have to draft an Outline Business Plan before March. I will try and keep everyone posted.
