I agree with you. When I went back and reread that passage, I came to the conclusion that he is definitely not truly repentant. He doesn't fulfill any of the three steps of repentance. It seems that he feels guilty and wants to repent almost because he knows that he should, not because he sincerely feels that he needs to. I believe this is why he seems to be in such a dilemma when he gives his speech because he knows that he should repent, but without a sincere desire to, he cannot do it.
