I might argue that this scene portrays Claudius as a sympathetic - or at least pathetic - figure. He knows his crime, and he feels the guilt of it, if not the shame, but does not ever get forgiveness. Think about it: he is fraced with the terror of the Law, which is what he discusses in this soliloquy, but in this scene, receives no comfort from the Gospel that, in theory, he believes in. By his own actions, he walls himself off from this comfort, and locks his "limed soul" in a cycle that cannot lead to anything but despair and depravity, while conscious of it all the time.
