Again, this may be true to the people sitting near the middle of the spectrum (e.g. agnostics). As you said before, some people find the evidence to be on their side and assent to the belief in the non-existence / existence of God. If they find the evidence to be such that they can make this decision, the choice is no longer arbitrary, but it is backed up by what is perceived to be good evidence within a system of belief. To them, the balance of evidence is tipped one way.

You are seeing the choice to be arbitrary because you are sitting within your own system of belief that tells you the evidence is equal on both sides.
