It seems to me that it is you with the pre determined ideas. The positioning used by referees has changed a lot over the years, usually as a response to changes in the game. Short cuts at scrums in certain positions has been adopted by some NRL referees in the belief that they must set the 10 metres at the first play when a side is running the ball out from a defensive position. They do not use it all the time, or in all positions. It is usually used with very aware touch judges that have been prewarned and move quickly to cover the refs arse if he misses a knock on at the scrum base. This is a luxury not normally available to those refereeing park football. In fact, knock ons at the scrum base are much more prevalent in park football than in NRL. You are called a lazy ref for taking the short cut for a simple reason. You are deliberataly putting yourself in a position that obstructs you're view of the ball to save yourself a few metres of running. If you can't go around a scrum and then get to the 10 and you have good touch judges then go to the ruck on the first tackle and have your touch judges stay with the defense. If you consistantly can't get to the 10 after going the correct way around a scrum then you need to work on your speed if you want to progress to higher grades.
