If the defender attempts to make a tackle on the decoy runner, then it is just a bad read in the play.

That said, it isn't always as clear cut as you put it. Even if he doesnt attempt to make the tackle on the decoy runner you need to observe how deep the pass was (if there was one), the blokes actual chances of getting to the ball, and how hard he was trying is one that alot of people forget.
