The season in which they basically removed all of the Black from the White jerseys and White pants. It was slightly lightened from the previous color. And in regards to the Black outline - no, there hasn't ever been one. Only in some of the NFL graphics has there ever been a Black line around the bird-head. In fact, the official NFL helmet graphics for the Cardinals were just recently modified in order to reflect the actual graphics. They took off the Black outline, and made the "feathers" of the head thinner to represent their continuence (sp?) to the back of the helmet. Interestingly, the Vikings' graphics were also just changed this past season for the same reason - the horn in the graphics has been slightly different than what is actually worn on the field.
