Hi Lisa. I used to have extremely naturally curly hair and I have rebonded my hair 4 times now after every 4-month interval. Like you describe, my hair too turns out frizzy and dry 3 months after each rebonding session. I have been advised to go for regular rebonding treatments (abt once every 2 weeks) to help reduce the dryness but I have never, to be honest. The dryness and frizziness are normal for certain hair types since it undergoes tremendous chemical treatments during the rebonding process.

As for an affordable hair salon, I would recommend the one I have been to the past 3 sessions. Details are as follows:

Price (irregardless of hair length and including hair trimming and basic treament) : $150
For extra treatment, price ranges from $170-$200

I have found all my rebonding sessions with Rever rather satisfactory. They have various brances here and you should call them to enquire on the most convenient one for you.
