In Kriyananda's autobiography he asked Yogananda directly if he was an Avatar. Yogananda answered humbly "that a work of this importance would have to be carried out such a One". Brother Anandmoy also addresses part of this issue in his tape "The Importance of a True Guru".
He said the guru is a 'Living Scripture"
for the benefit of his disiples and as such his life is to show the path by example. Even Jesus, Lahiri and many other masters went through years of training before their outward endevors began. How much would any of us learn by masters that came out of the womb with the wisdom of the ages on their tounges?
