I believe as has been said that in principle the testing is a fair way to do it, but I also believe that the scoring isn't fair because they look at body shape and have already determined who they want. I just don't believe that the person in questions results were lower than some who actually made it. Her routine scores were very high, i'm sure her element scores were high too, that only leaves flex/conditioning. Can you fail just on flex/conditioning?
