Well, the movie starts with the mock interviews, where the family members tell us what it's "really" like to be a superhero. And we're constantly seeing newspaper headlines about superheroes, and seeing how the society scapegoats them. In the universe of "The Incredibles," superheroes have existed in the past, so the current superheroes are in imitation of a grand tradition (i.e., Mr. Incredible's desire for a cape on his new suit).

As for the scapegoat mechanism in the film, I think it's interesting that the common folk are always imitating the supers (like Incrediboy), and in reaction, the supers try to increase that distance with anonymity...in a great ironic twist, the supers also imitate the "normal" people.

I also can't help but think about the "X-Men" trilogy, particularly the third movie (God-awful as it is), where the government develops an antidote for mutants. Because of society's attempt to eliminate obstacles to get nearer to the mutants, the mutants fight back to retain their distinction. Since they cannot become mutants themselves, "normal" people try to eliminate the mutants' powers. It's also interesting to me that mutants split into two groups, one that violently rejects society's mediation, and another, which nearly gets destroyed in the process.
