Rote memorization is a great thing to learn, especially in junior high. Kids that age may not be fully capable of understanding, for example, the underlying issues behind the Vietnam War, but if they know who the presidents were in that era, and roughly when it happened and what countries were involved, they'll be more prepared for the in-depth discussions about it that occur in high school and beyond.

Plus it teaches kids to memorize, which in itself is a valuable skill.
