What does "highly skilled" have to do with it?? How will reposting it for transfer solve the "highly skilled" issue?? No matter who takes it (transfer or promotion), that person will need training to do the job regardless. The position was already up for transfer and she declined it. The position SHOULD be up for promotion. Don't let the union "patsys" (and you know who you are), off the hook on this.
