I don't fool with the quota special quota hunts anymore..but I don't think that one rule change will make much difference in the big picture. People will still want the same hunts and have to put in the same way to get them. The only difference will be the extra hunts they aquire to get the ones they want will be worth less on the trade and that means they will be stuck with extra hunts so could possibly give them to their friends instead of being able to kill extra deer on some of the hunts.
