I agree with Jerry,
We shouldn't really need bales for a practice day. People have run open roads and oncoming cars don't have bales strapped to their bumpers.
As long as people are going to be sensible.
There were several factors which made Yorkshire dangerous enough to warrant bales:
1) It was a competitive racing environment which was planned to award points etc.
2) The dangerous location was the final turn which was dubious non-braking, dodgy surface and everybody was trying optimistic overtaking maneovres just before the finish line.
3) Even then, very few (10?) bales would have been enough to make it safe.
So I wouldn't go out and buy hundreds of bales for the test day.

As long as people treat it as such.
