Landlords are required to maintain the upkeep of their property. On the tenant end, I would agree with you fully. Certain issues should be addressed to the Housing Authority, including anything that keeps the property in deplorable condition, both visually and inhabitably. I would suggest that you bring it up with them, and have them come in and do a spot check.

As a landlord, I changed my carpet's during every move. When I had a tenant of a few years, I would replace it every 10 years, having it deep cleaned twice a year in between. I never painted while a tenant was in the premises. Once they moved however, I did so. If you need a fresh coat of paint on the inside, maybe you could do that yourself. Anything like windows, doors, closet doors, bathroom areas I kept in workable/good condition. That would also include tree trimming and landscaping issues. I would guess that every landlord should do the same, but I know that some do not.

Any safety issues should be addressed. As for playgrounds, that would come out of the taxpayers money, so I would guess that would have to be approved. They can't even give all of Dracut a playground, so I doubt you would see that happen any time soon.

As a landlord myself, I would also bring up that it becomes impossible to keep up with some properties, due to abuse. Many tenants cause damage at a constant level, and where there is no security deposits in public housing, I would guess they are running at a loss. Hard to fix things for those that do not abuse their homes, because those that do abuse them have ruined it for all.

Call the housing authority and find out who your maintenance person on site is, and have them do a spot check. If you get no where with that, I would go a bit further and find out who runs the Housing Authority on a State level, and complain.
