I believe they get to choose their titles but I think that is the neighborhood she lives in so was trying to represent where she actually lives.

She had a 2017 title in NM but had to give it up because she moved here. Because she is an open titleholder here and purchased ot, the rule is she must be living in WA for 6 months by the state competition since she didn't compete for her local, which she will have accomplished. She meets all residency requirements.
