I believe that cell phones are distracting. They should only be used in case of an emergency. a student should not really need it if they need a ride home because the school has a phone to use. even though i have one i only use it if the babysitter needs something about the kids or if something goes wrong with the kids. If there is a place not to use it i won't but if it is at the park i will. Students are not responsible in school with their phones. there are problems with cheating and talking secretly on the phone. students need to respect the rules where they are.
