First, Rocha knowingly appointed Natalie Glebova as a judge at the 69th Miss Universe pageant in Thailand despite being fully aware that she had crowned Miss Thailand (Veena) and had previously coached Miss Cuba on the runway. That decision alone undermines any later claim of surprise or bias. Second, Natalie has stated publicly that she did not vote for Fátima to win. Third — and most significant — she disclosed how several judges voted. To this day, none of the judges she named has stepped forward to refute her account. Silence, in a controversy built on verifiable statements, speaks volumes. At the time, Rocha raised no objection to any of this. Only after his compatriot Fátima Bosch was crowned did Andrea Meza clarify that judges accounted for just 35% of the final decision, with the remaining 65% controlled by Rocha himself.

  • Based on Rocha's system, the composition of the judging panel becomes largely symbolic — Rocha could have appointed almost anyone as a judge. Never mind that Natalie lives in Thailand; Rocha could just as easily have placed former Thai Miss Universes Apasra Hongsakula and Porntip Nakhirunkanok on the panel, and the outcome would still have rested primarily in his hands rather than in the judges’ scores. That is the logical core of the issue. When decision-making power is concentrated away from the panel, the credibility of the result is inevitably questioned. For many observers, this is why Fátima’s election is viewed as THE most disputed outcome in pageant history.
