Subject: Based on Rocha's system, the composition of the judging panel becomes largely symbolic — Rocha could have appointed almost anyone as a judge. Never mind that Natalie lives in Thailand; Rocha could just as easily have placed former Thai Miss Universes Apasra Hongsakula and Porntip Nakhirunkanok on the panel, and the outcome would still have rested primarily in his hands rather than in the judges’ scores. That is the logical core of the issue. When decision-making power is concentrated away from the panel, the credibility of the result is inevitably questioned. For many observers, this is why Fátima’s election is viewed as THE most disputed outcome in pageant history.
