I think the question is the whole organisation hasn’t been over hauled! The buckets of money in cash from competitions especially majors! Wee favours by going to certain dress makers and the teacher gets kick backs. Nothing will ever change and I feel so sorry for kids who at the end don’t know if they have one because they or good or because the teacher got a favour.
