The TCRG Exam is administered by CLRG to “license” those who can pass on the tradition. So the exam is proof that you have learned & can be tested on the tradition - that you know the ceilis, that you know the trad sets, that you know the movements, and that you can communicate it to others effectively.

This is what CLRG is expert in. And what it is testing you on.

A “good teacher” can mean a million different things. Does it mean they can make you a champion? That they can choreograph well? That they can run a business well? Health and wellness? Different philosophies or styles? CLRG is not an expert in assessing these things - so the TCRG isn’t testing them.

They are testing who is certified to pass on the tradition. Which means you learning the tradition. That’s the answer.

Also, if I’m honest - every time someone complains about memorizing the ceilis… you sound like someone who hasn’t had a job in the real world. Most professions have a licensing exam where you memorize stuff you don’t use every day - law, medicine, finance, social work - to take the licensing test. Grow up.
