I think of it this way when I see this, they are judging the dancers against the other dancers in that comp, on that day. If the top dancers are not doing it, no one else will really be penalized for it either. They are not scored against a standard; tight cross, strong point like you mentioned , etc. It seems like impeccable skills and technique have fallen out of favor versus tricks etc.
