Yes you could says it’s unfair if a region is particular strong like Ulster for arguments sake. Other sports and art forms have this format. Like Team USA for gymnastics could Field three teams that would win gold, silver and bronze at the Olympics over other nations without the same talent and depth but they can only send 5 people.Or athletics when faster athletes get left at home due to country quotas whereas a country with slower runners get in by default.

This format would reduce the amount of days worlds ran, be much more cost effective and danvers would probably perform better because you wouldn’t have 12-hr competition days.

Alternatively, you could do a World Cup system like winter sports such as Skiing where points over a season contribute to overall standings if you didn’t want to exclude stronger regions. Then it would be about the most consistent dancers over the whole year and not just one comp.
