I live in New York the kids are now in their 20's living in 2 other states and doing well. When they were still with me I know they were both smoking a good amount over 2 packs a day. I made sure to help get them heavily addicted. Im surprised you had any trouble with your kids. Most are naturally curious about smoking. I knew the oldest was always the curious one and her sister was most often her partner in crime. If tempting them to smoke had not worked I would have taken more direct action. I of course was a bit disappointed I did get to witness their first cigarettes. But took full advantage once I knew they were hooked. I'm curious.
